GOVERNMENT HOUSE,

HONGKONG, 24th. February, 1916.

Sir,

Fo

With reference to your Confidential Despatch of

the 30th. December, I have the honour to inform you that on the 17th. February I sent you a telegram which decoded was as follows:-

With reference to your Confidential Despatch 30th. December the wireless probably refers to Sulzer Brothers

3759

of Winterthur Switzerland and to certain electrical machinery ordered by Arnhold Karberg from Sulzer Brothers for the Kwongtung Electric Company. This cargo is now at Sabang. Liquidators have been trying to arrange to bring it forward. I hope to address you again later.

2. Early in November, 1915, the liquidators of Messrs. Arnhold, Karberg & Company wrote, with permission, to Messrs. Arnhold, Karberg & Company at Shanghai with reference to this cargo, and, as the telegram is not fully understood here, I propose to await the reply to the liquidators' letter before addressing you further on the subject.

3. I may add that one reason why it was desired to bring this cargo forward was that it was blocking the discharge of other Hongkong cargo on the S. S. "Scandia". So far as the liquidators were aware it ws the property of Messrs. Sulzer Brothers of Winterthur.

HE RIGHT HONOURABLE

ANDREW BONAR LAW, M.P.,
